The City of Baxley, the county seat of Appling County, was incorporated on February 23, 1875. The city was named for an early settler from North Carolina, William Baxley.

The Appling County courthouse in Baxley is a historic site built around the early 1900s and listed on the National Register of Historic Places. Also, the Appling County Heritage Center shares the history of the county with visitors. The museum includes agricultural implements, a turpentine collection, the Black History exhibit and 19th and 20th century memorabilia.

Baxley was the home of Caroline Pafford Miller, the first Georgian to win the Pulitzer Prize for Lamb in His Bosom (1934).

Annual events in the city include the Baxley Tree Fest, held annually in April and the “Celebration of Light” Christmas Parade in early December.

Baxley participates in the Better Hometown Program run by the Georgia Department of Community Affairs. This community development program is a public-private partnership intended to revitalize small communities with populations between 1,000 and 5,000. These cities have access to technical assistance and fiscal resources designed to stimulate downtown revitalization.
