It is located on the Turtle Mountain Reservation of the Turtle Mountain Band of Chippewa Indians and is the tribal headquarters for this tribe. The city was founded in 1882 by two French-Canadian brothers, Pierre and Jean Baptiste Belcourt, who were attracted to the area due to its abundance of wild game and its close proximity to water sources.
